The bank x sensor 1 should go from 0 - 1 volt in a second or so as it "hunts" the proper mixture. This is the upstream sensor/pre CAT. Tester will light on back of fuse when fuse is open (ignition on). Meter should either show "0VDC", or "battery voltage" when checking both fuse tabs on the back side of the fuse to ground.
